Account Over Quota Error

Jerry, it sound like the issue is that your Road Runner e-mail account is just too full. Just because you are downloading messages to Outlook, doesn’t mean those messages are deleted from your webmail account. You may need to log onto your mail from your browser and delete some unwanted messages. Make sure to clear out the sent folder as well.
If you’d prefer to have the messages you download automatically deleted from the server, you’ll need to make sure your e-mail account is set up as a POP3 account. Newer versions automatically configure at an IMAP account that leaves your messages on the mail server, so you can access them from multiple devices.
