Yes and no. According to Google, you can read from a USB DVD or CD-ROM drive, but you cannot write to them. So you may be able to access pictures and documents burned to DVD.
You won’t be able to play DVD movies, though. Chromebooks are designed to be used with the cloud, the idea being that you will store your data to your Google Drive and stream your content from online services.
