One could browse in the Start Menu (location depends upon the O/S) and R click and Send To Desktop (create shortcut). With W7 more options are available from what XP offers. First, one can still browse Start>All programs>Accessories>Ease of access and then choose various options such as "Pin to Start Menu", "Pin to Taskbar" or again Send To Desktop. Alternatively, type osk into the search field on the Start Menu and R click the .exe item (#1) and make the same selections. This option is the quickest of all.
