Buffering is the process of filling a buffer in this case the video buffer of the player.What Joe seems to be complaining about and Jonathan is trying to help him with is not buffering per se but rather the video stopping because the video is playing faster than the buffer can refill, this causes pausing in the video which I believe is the real complaint.
