I had no problem running this tip and received the same screen as Kevin at the end. In the meantime while it was running, it tells you Resource and Performance Monitor at the top, and under Report Status, there is a dial gauge with a green taskbar saying "Collecting data for 60 seconds..." I am logged in as Administrator all the time, and the only user of this PC. Hope this helps the rest of you. I Googled this and find it is a longstanding problem experienced by many even in Vista. This tells me I can't have any confidence in the Monitor.
