Because they've simply been allowed to do so all this time without the majority calling them out on it. They use scare tactics such as voiding warranties and charging/cancelling contracts to enforce. Since those tactics are considered "legal", though very brute and unethical in my opinion, many follow their "rules and regulations" instead of standing up and calling them out on it. It's like anything else if people refuse to stand up for their rights nothing will be done.
