Without prefunding, declining postal revenue will create a huge unfunded liability. That liability burdens not only the Postal Service but eventually the tax payers in the form of a bailout. The biggest problem is that the USPS has not kept up with technology. It’s become a “junk” mail carrier. Very sad.

Hi: The truth is not that mail volume has decreased due to email, although there would be those who think so. The truth is that the USPS is struggling with forward funding its pension plan, a financial burden imposed by Republican Congresses on the USPS and never removed. No other business in the world has to fully forward fund its pension plan. The idea was to force the USPS out of business so that UPS and Fedex could take over delivering 1st class, something neither company has shown any willingness to do. Hence, the USPS has a financial crisis caused by Congress. Something the rest of us should feel intimately familiar with.

One big problem with the USPS is giving reduced rates to mass mailers. The other day I got a credit card statement. They paid 26.2 cents postage to mail this statement. See the problem? That is a 19.8 cent discount. I’m sorry, but if all these mass mailers paid full postage the USPS would not be losing a billion plus each year. So tell the mass mailers to shut up and pay their fair share. After all they still have to mail their statements don’t they.
Another cost they can eliminate is giving away free priority mail boxes. When I sold on Ebay I could get all the free boxes I wanted from the USPS web site. How much does that cost them every year? At least charge something for these boxes and recover some of the cost.
