This is one reason I hate it and use the Classic Start Menu. Using the 'Classic Start Menu' the entire list of icons will be smaller. I left clicked on Start, then went to Settings, left clicked on Taskbar and Start Menu, then Start Menu at the top. Next left clicked on Customize and placed a check in 'Show Small Icons in Start menu', clicked on OK, then OK again. All the icons are smaller using the Classic Start Menu, instead of the other one.

Notice in the ‘double-sided’ Start Menu, only the programs list on the left
is smaller.
